League Deputy Registrar Training/Retraining. Because this past year has seen new laws for voting (17 year olds registering, on-line registration, same day registration and voting), a refresher course for experienced deputy registrars seemed appropriate. Next week, August 25-29, we will contact experienced county and city Deputy Registrars to see if you can attend. If you cannot attend, you can stop by the City Board of Elections during the day and receive special training. Any League member who wishes to become a Deputy Registrar is most welcome to attend. The September 18 meeting is for all League members

LWVGR Presents "Road to Selma", a documentary. Please join the League of Women Voters of Greater Rockford as they host the viewing and informal discussion of this documentary.

This is a documentary film about the the civil rights movement during the 1950's and 1960's in the American south. This film documents many of the participants' stories who made the march. It also documents the reunion march across the Edmund Pettis bridge in March 2015.

LWVUS consensus on Money in Politics. The LWVGR Campaign Finance Reform Committee will lead the LWVUS consensus on Money in Politics. Dinner will be provided and we are still firming up details as to location. The committee is reading and summarizing the study materials and they will be sent to you by the first weekend in January to review.

This consensus is extremely important. Money in politics has become extreme with much of it undisclosed. LWV must update its position in order to effectively advocate for good campaign finance laws that will help to protect the integrity of our elections and prevent undue influence on laws and governing.

Home Rule Information Forum. When Illinois adopted a new Constitution in 1970, it provided home rule powers to any city of 25,000 population or more. These communities can exercise any local powers not expressly prohibited by the State. Effectively, it shifts decision making from the State to the local level, allowing residents to develop local solutions to local problems. These can include initiatives and ordinances in a wide range of areas such as building, zoning, sanitation, public health, civil disturbances, quality of life, safety and welfare.

Cities can rescind home rule by voter referendum and Rockford residents did that in 1983, joining Villa Park, Lombard and Lisle, as the only four cities in Illinois to reject home rule authority once they had it. Once they reach 25,000 in population, cities automatically are granted home rule authority. Loves Park and Machesney Park are both expected to top 25,000 following the next census in 2020.

With home rule, nothing happens automatically. In Rockford's case, the Mayor and City Council still must develop and vote on ordinances, budget proposals and new legislation. Home rule is merely an important tool allowing local leaders to make local decisions to develop local solutions to local problems. Our elected officials remain ultimately accountable to the voters.

A YES vote on March 20 will give that tool to leaders we know and trust.

The Good, the Bad, and the Ugly: The Impact of Property Taxes on our Public Schools Hosted by the Education Committee. Discussion presented by the Education Committee.

A panel discussion on the impact of local property taxes on the school budget.

Speakers:
- Josh Aurand, Harlem District Assistant Superintendent, who will discuss the local impact of property taxes
- Ben Boer, Deputy Director Advance Illinois, will speak about the big picture of property taxes on Illinois public schools and the impact of a potential property tax freeze.
- It will be moderated by Jean Harezlak, League member and former superintendent of the Rockton School District.

Even though the new Evidence Based Model will increase the state's share of public school funding, it will require an additional $7 B to reach adequacy, which ISBE anticipates will take approximately 10 years to reach. So property taxes will still figure prominently in school budgets. Please come and learn more about their importance as a source of funding for public schools. Again, bring a friend. Strong Neighborhoods Block Party Voter Registration Opportunity!. Our Deputy Registrars will be out in the neighborhoods at the Strong Neighborhoods Block Parties this summer. They will be held on Wednesdays from 12 to 2 p.m.

We will be registering voters and handing out election information. To register you must have two forms of ID, one with your current name and address, and the other with just your current name. A photo ID is NOT required.

We're hoping for good weather and lots of new voters!

There will be ample parking and plenty of space for people.

The film is 50 minutes long, with time for discussion/Q&A with Dr. Weisbart, a Missouri physician, former Express Scripts executive and chair of the Missouri chapter of PNHP (Physicians for a National Health Plan).

This topic is especially timely considering Rockford and former Mayor Larry Morrisey was on 60 minutes for suing pharmaceutical companies over price-gouging and anti-trust laws recently. If you missed it, you can watch the 60 Minutes episode here.
